The "Silver Mercury" is an annual competition that was organized and conducted by the Vologda Chamber of Commerce and Industry. Both profit-making and non-profit organizations are welcome to take part in the competition as long as they are registered and deal on the territory of the Vologda Region and Federal Subject. The winners of the "Silver Mercury" Award are decided upon the Competition Council of Experts, which is traditionally composed of the Vologda Chamber of Commerce and Industry officials, independent experts, those who represent the State authority, entrepreneur structures, scientists, representatives of social and artistic associations, the mass media and other structures that are interested in the development of enterprise.

Before 31 March 2010 the Vologda CCI received applications from entrepreneurs that wished to take part in the "Silver Mercury" Competition and at the end of that period the Competition Council of Experts began to study the offered information and to review and sum up the results.
